The easiest way is to glue in some drill guides (bushings)
First you need 3mm and 4mm bushings, Amazon has them.

When I get them, I will post how to glue them in. It's not hard, just use a drill bit to center the bushing. Use grease on the drill bit to keep glue from sticking to the drill bit. This is a good idea for jig that can be used over and over.
Give me a little time and I will show you how to convert your old, saved jig for Dilling the new blank frames. Setting up your jig for the front blocking block hole can be just as easy as saving your jigs for builds over and over.

Ok finally got back in the shop today and followed up on this post. Here is what I started with, PF9ss jig, Some JB Weld or any jell epoxy you like, some old dill bits (4mm-3mm) and dill guides.
I used JB Weld just because my epoxy when bad and this is what I had. JB Weld will get thick like a soft puddy if you let it set for a while before applying, 5 min epoxy will do that to but be fast when using it this way. The reason you need a puddy instead of a runny form is you don't want it to run down the drill hole.
just place the drill bits threw both holes on each side, this lines up the drill guide and keeps it Stright.
Add JB Weld or whatever epoxy you want but when adding, put a little pressure on the top of the drill guide to keep glue from getting into the hole. While you wait for it to setup keep turning the drill bit without moving the drill guide. Let cure overnight then do the other side. If you want to know the best way to do this? you need a good drill press with a good x-y table. setup on your hole and then drill it big enough to fit a drill guide insert. This is what I would do if I still had the use of a good drill press, but I don't. I don't think you need to do this if you drill hole right to start with. I check the jig holes before drilling them to make sure they are 3mm-4mm by hand. When I drill, I use under size bits by a few thousands and don't touch the jig holes when drilling, then open up by hand to 3mm-4mm remove frame and lap hole for a perfect fit for my pins, so my jigs are fine to start with.
