That is caused be shot filling the mold or trapped gas from the molding process.I wouldn't worry about it, it's not a stress point and will never be seen.
I wouldn’t worry too much about it, I’ve seen a few that look like that or similar. I would say if it seems a bit thin there after you’ve cut the tabs off and do the channel. You can do as Ram has suggested if you have an iron or you can smear a little JB weld in there and let it cure overnight before doing your final sanding and polishing.
It shouldn't be. The serial number plate is down there but if it does or you want to be proactive, take one of the tabs, melt (plastic weld) it in there with a soldering iron then then smooth it back out. That should prevent it from cracking or fix a crack if it happens.
